DavidSilbertDr. David I. Silbert, MD, FAAP 

David I. Silbert, MD, FAAP, graduated from Wesleyan University in Middletown, Connecticut in 1984. He completed his medical training at Case Western Reserve University School of Medicine in Cleveland, Ohio in 1989, with an area of concentration in clinical decision analysis.

Dr. Silbert completed an internship in internal medicine at the Washington Hospital Center in 1990, and an ophthalmology residency at Georgetown University Hospital, Center for Sight, Washington, DC in 1993. This was followed by a fellowship in oculoplastic and orbital surgery at Wills Eye Hospital in 1994, and a second fellowship in pediatric ophthalmology and strabismus at St. Christopher’s Hospital for Children, Holy Redeemer Hospital and Wills Eye Hospital, finished in 1995.

Dr. Silbert specializes in the diagnosis and treatment of pediatric and adult strabismus, amblyopia (lazy eye), tear drain obstruction and other pediatric eye diseases. He also specializes in cosmetic and reconstructive eyelid surgery as well as orbital surgery, minimally invasive tear drainage surgery for adults and has extensive experience using a Fractionated CO2 laser for blepharoplasty and laser resurfacing to tighten skin and remove wrinkles.

Dr. Silbert has participated in clinical research in Pediatric Ophthalmology, Eye Plastic Surgery, Dry Eye and Conjunctivitis, and Tear Drainage Surgery. Dr. Silbert has been an author on over 60 scientific papers. He was an investigator in the original trial for the Balloon Catheter Technique to improve tearing. He has published and spoken widely on tear drain obstruction and minimally invasive procedures not requiring a skin incision to repair tear drain obstruction in adults including a new in–office stenting procedure. He has been an investigator for the Amblyopia Treatment Studies, a national studies looking at lazy eye, as well as numerous studies on dry eye disease and eye allergy. He has been invited to lecture on eyelid surgery, tear drainage surgery and healthcare economics.

Dr. Silbert has been appointed or elected to numerous leadership positions in local, state and national medical organizations including the Pennsylvania Academy of Ophthalmology, The American Association of Pediatric Ophthalmology and Strabismus, The American Academy of Pediatrics, and the Pennsylvania Medical Society, and has been inducted into the Leadership Development Program of the American Academy of Ophthalmology, Class 2014-2015. Currently he serves on the Carrier Advisory Committee for Novitas Medicare Services.

Dr. Silbert is the Founder and Medical Director of Kindersee an integrated program to provide eye exams and treatment for disadvantaged children in Lancaster city schools. In 2009 in conjunction with the School District of Lancaster he was able to obtain a federal grant for $135,000 to set up a fully functioning eye clinic at George Washington Elementary School. Children from the city schools are seen in the Kindersee clinic with no out of pocket expense during the school year. Thus far the clinic has treated hundreds of children, placing them in glasses, treating amblyopia, and improving their quality of life and school performance. Dr. Silbert is a Diplomat of the American Board of Ophthalmology and is a full member of the American Association for Pediatric Ophthalmology and Strabismus (AAPOS). He has also been elected a fellow of the American Academy of Pediatrics. With his full membership in the American Association for Pediatric Ophthalmology and Strabismus (AAPOS) and fellowship in the American Academy of Pediatrics, Dr. Silbert became the first pediatric ophthalmologist in Lancaster County to offer such high credentials in the care of his younger patients.

HeatherModjeskyHeather Modjesky, COE

Senior Administrator and Director of Community Outreach. Heather Modjesky has an extensive background in non-profit administrative management, marketing and communications, and media relations. Heather’s previous employers include Linden Hall School for Girls, Junior Achievement of Central Pennsylvania, Clare House, and Franklin Pierce University.

In addition to her work with Conestoga Eye, Heather will serve as executive director for KinderSee, a partnership of Conestoga Eye with School District of Lancaster that enables students from underprivileged homes to receive vision screenings, eye examinations, glasses and pediatric medical eye care at no cost to them. Heather is also the study coordinator for all Conestoga Eye research studies.

Heather is a skilled public relations consultant, graphic and web designer, copywriter and editor, and social media strategist. Heather holds Bachelor of Arts degrees in both History and English Literature from Franklin Pierce University, where she graduated Summa Cum Laude. She is also a 2015 graduate of Leadership Lancaster.

Nora Siegal, MD, PhD 

Orbital and eyelid specialist. Dr. Siegal was born and raised in NYC. She graduated cum laude from Skidmore College with concentrations in Neuroscience and French Literature, and worked for a year after graduation at the Institut National de la Sante et Recherche Medicale (INSERM) in Paris. She went on to complete a combined MD/PhD program at SUNY Downstate Medical Center in New York, followed by a residency in Ophthalmology at the same institution. She completed a two-year Ophthalmic Plastic and Reconstructive Surgery fellowship at the University of Washington in Seattle. 

Dr. Siegal has presented her research annually at national Neuroscience and Ophthalmology meetings over the last ten years, and has authored/co‐authored over 30 abstracts and peer‐reviewed publications. She has received several honors including Outstanding Ophthalmology Resident for Graduate Medical Education, Intern of the Year at Mt Sinai/St. Lukeʼs/Roosevelt Hospital in NYC, the American Psychological Association Early Career Award, and the Women in Sex/Gender Junior Investigator Award. In her (somewhat limited!) free time, Dr. Siegal enjoys running, skiing, cooking, and international travel.

HayleyWoodallHayley Woodall, OD

Hayley Woodall, OD graduated with honors from Rochester College in Michigan with a Bachelor of Science in General and Behavioral Science. She earned her Doctor of Optometry from Southern College of Optometry in Memphis, Tennessee, where she also completed a postgraduate residency in Pediatric Optometry in 2006. Prior to joining Conestoga Eye she served as the optometry clinic coordinator at a multidisciplinary facility in Memphis as well as several years with a multi-site referral center specializing in cataract and refractive surgery, dry eye, and ocular disease. She is licensed to practice in Pennsylvania and Tennessee.


Dr. Woodall is a pediatric and family optometrist who sees children and adults for routine eye care, contact lenses, glaucoma management, and pre- and postoperative surgical care.

MicheleVelezMichele Velez

Optical Manager. Michele Velez brings over 15 years of experience as a professionally trained and recognized optician. Michele, a consummate professional and perfectionist, specializes in frames that are perfect for you based on your life-style. Working closely with Dr. Silbert for the past seven years, she is uniquely skilled at appropriately fitting children and youth with their eyewear. Michele has a huge following among adults looking for that unique frame and perfect fit which allows their personality to shine. She is excited to have nearly 1,000 frames in stock to satisfy the most discriminating patient.

Michele attends the National Vision Expo in New York City annually to familiarize herself with all the insider knowledge of new technology, trends, and advances in the eye care industry.

As an integral partner in Dr. Silbert’s medical team, Michele has also been a key member of his research team, assisting in fitting and measuring participants for glasses for NIH sponsored PEDIG studies.
